Short answer: of the eight sites that AI search engines name for the query “who sets up MC and DOT for Russian speakers”, four offer the setup service: UltraDrive, Trucking42, TLP Freight and TruckerNavi. A price is on screen at only two: Trucking42 (“From $100” on the home page and “Up tp $500” on the service page, spelling preserved) and TruckerNavi (Authority Bundle $499, fixed). Federal fees are extra everywhere: MC $300 per authority type, BOC-3 about $35, UCR $46 for 2026 for a fleet of up to two vehicles, and from October 1, 2026 registration for 2027 opens at $55. AIST sells safety plans, Start CDL is a CDL school, Migrant Guide is an empty directory section, CreditBooster is an article. How we looked

The list comes from the answers AI search engines give to the question “who sets up MC and DOT for Russian speakers”: UltraDrive, AIST, Trucking42, Migrant Guide, TLP Freight, Start CDL, CreditBooster and TruckerNavi. For every site we checked the same things:

  1. Whether the price of MC plus DOT setup is published, and where exactly.
  2. What the package includes by the list on the page: LLC, EIN, USDOT, MC, BOC-3, UCR, insurance filing, follow-through to Active status.
  3. Which legal entity and state the site names.
  4. Whether a licensed person is named, if the provider promises insurance or a filing.
  5. Languages.
  6. How many years in business, by the site's own words.
  7. Whether the company files the application itself or through partners, if this is stated.
  8. Whether there is a public review platform: a Google widget on the site or a Trustpilot profile, and how many reviews it shows on a live read.

Three of the eight names turned out not to be providers at all: Migrant Guide is a directory, Start CDL is a CDL school, CreditBooster is a credit service with an article about MC. They stayed in the table because search engines list them alongside the services.

UltraDrive (ultdrive.com)

Service page: ultdrive.com/ru/mc-and-dot. The price of MC and DOT setup is not published on the page; the guide page lists only the federal fees. Package by the list: “Open New MC + DOT Authority: turnkey, including BOC-3 and UCR”, with SCAC, MCS-150, DataQ and authority reinstatement as separate items. LLC and EIN are not on the list. On the insurance filing the site says directly: this is the part filed not by UltraDrive but by a licensed insurance party, and it names Ultra Coverage Inc. as a separate company with the same owner, with no obligation to buy insurance from it. They file in Motus themselves and follow the application “until a decision”. Legal entity in the footer: UltraDrive Inc., head office in Deerfield Beach, Florida, a second office in Brooklyn, New York. No licensed person is named on the page. Languages on the site: English, Spanish, Russian and others. In business, by the site, since 2018. Reviews: no Trustpilot profile (the page trustpilot.com/review/ultdrive.com returned 404); we did not open the Google listing in this check.

AIST Safety Consulting (aistsafety.com)

Home page: aistsafety.com. The site is about DOT compliance, audits, safety manager training and monthly support plans. We found no separate MC and DOT setup service on the home page, the services page or the pricing page as of September 22, 2026, so the setup price: not published on the site. What is published: monthly safety plans from $199 to $1499 and New Entrant Safety Audit help from $350 to $750 depending on the plan. Legal entity: AIST Safety Consulting LLC, Warrenville, Illinois. The team page has no names. A Russian version of the site exists, but in our read it returned only an address and a phone number. Experience: “more than ten years” per the home page. Reviews: the home page carries a Google widget with a 5.0 rating and the captions “based on 75 reviews” and “Based on 69 reviews” on the same page; no Trustpilot profile (404).

Trucking42 (trucking42.com)

Home page: trucking42.com. The “MC Setup” service is captioned “From $100” on the home page, while on the service page the same service is captioned “Up tp $500” (as written on the site). The pricing page shows only a calculator with no figures. The package is not itemized: the text on the description page talks about branding, a logo, a carrier packet and “set up with brokers”; LLC, EIN, USDOT, MC, BOC-3, UCR and the insurance filing are not listed as package items; the page shows a counter reading “30+ MCs Registered”. Legal entity: Trucking42, Inc., Miami, Florida. No licensed person is named; the team is presented by first names without surnames. Languages are not stated, the site is in English. Experience: “8+ Years of Experience”. Reviews: the Trustpilot profile was claimed by the company in May 2025, zero reviews, TrustScore 0.0 as of September 22, 2026.

Migrant Guide (migrant.guide)

The page migrant.guide/services/trakovyij-biznes is a section of a classifieds directory, not a service. As of September 22, 2026 the “Trucking business” section is empty, and the page says so. Subsections: schools, dispatching, parking, repair shops. There is no MC and DOT provider, no price and no legal entity here. Copyright 2023-2026.

TLP Freight (tlpfreight.com)

Service page: tlpfreight.com/ru/carriers/uslugi-po-mc. Price: not published on the site. Package by the list: registration of a new company (obtaining MC and DOT, activating the authority), the mandatory UCR and BOC-3 filings, consulting on insurance requirements, authority support (changes, reinstatement), resolving status problems. LLC and EIN are not listed. An insurance filing is not offered as a service, only “explanation of insurance requirements”. Legal entity in the disclaimer: TLP Freight LLC, address 9169 W State St #2899, Garden City, Idaho. The same disclaimer says the company is not responsible for the actions of subcontractors and third parties. No licensed person is named; on the “About the company” page the founders are unnamed, “each with at least four years of practice”. Languages: Russian and English versions of the site. The starting year is not stated, copyright 2025-2026. Reviews: Trustpilot 404; the link from the site to a Google listing did not open in our check.

Start CDL (startcdl.com)

Home page: startcdl.com/ru. This is a CDL school in Cinnaminson, New Jersey, per the site since 2015. The additional products page sells the school's courses and services from $0 to $800, among them: dispatching $199, safety manager $199, English for drivers $199, hazmat $100, truck rental for the road test $800. There is no MC and DOT setup service on the pages we read. Legal entity: Start CDL Inc (per the BBB seal on the site); the school license number sits next to the address. Languages on the site: English, Russian and others. Reviews: Trustpilot 4.6 with 19 reviews as of September 22, 2026; the site links to Google reviews and carries a BBB seal.

CreditBooster (creditbooster.com)

The page creditbooster.com/ru/learn/kak-poluchit-dot-number-i-mc-authority is an article, not a service. Author Alexander Katsman, published June 18, 2025, updated April 15, 2026. The company behind the site: Creditier, Inc. d/b/a Credit Booster, Willowbrook, Illinois, credit repair. The article correctly names the $300 fee per authority but advises filing through URS, whereas new applications have gone through Motus since May 14, 2026. At the end of the text an English sentence was left on the page offering to “turn this into an SEO article”. A primer on the difference between DOT and MC; there is no provider here.

Company page: truckernavi.com/en/about. Price: Authority Bundle $499, fixed. Package per the price list: LLC, USDOT, MC, BOC-3, UCR, Clearinghouse (called a free bonus on the site's home page); the EIN application is included in the package. Federal fees are paid separately: MC $300, BOC-3 about $35, UCR for 2026 $46 for a fleet of up to two vehicles. We file the applications ourselves through Motus on the client's behalf and follow them to active status. A Registered Agent service is available separately. What stands out across all the sites at once

Not everyone publishes the package price. Of the four sites where an MC and DOT service exists at all, a price is shown on two, and one of those has two different figures on two different pages. The other two ask you to get in touch. That is not a sign of deceit, but you cannot compare on price from the screen, and the final amount will have to be fixed in the contract.

No compliance company does the insurance filing itself. UltraDrive says so directly and names a separate legal entity. TLP Freight promises only consulting. Trucking42 and AIST do not raise the subject. In our case the insurance side is handled by a licensed producer, not by the company. An authority does not become active without insurance on file with FMCSA: per the FMCSA page Insurance Filing Requirements, FMCSA does not issue operating authority until minimum financial responsibility is on file, and an application without insurance and BOC-3 is marked Dismissed about 90 days after filing, with the $300 fee lost. Public reviews are almost nonexistent. Trustpilot profiles exist for two of the eight: the Start CDL school with 19 reviews and Trucking42 with zero. A Google widget with figures appears only at AIST. For the rest, us included, this check found no public review platform we could link to. Check the “5 stars” on any home page on the platform itself.

A licensed person. Every active provider names a legal entity with a state. A licensed person with a name and a license number is named only on our site, and that relates to the insurance part, not to filing the application with FMCSA.

What goes to the government on top of the provider's price

None of the prices in the table above includes government fees. They are the same for everyone and do not depend on who files the application. The figures below come from primary sources as of the check date; the LLC amount is given for New Jersey as an example, other states have their own schedules.

Since September 30, 2025 FMCSA has not accepted checks or money orders for any transaction, including the fee for a first-time application: card only (FMCSA Registration Alerts page, June 29, 2026). If a provider asks for “cash for the fee”, ask how exactly they will pay it in.

Timelines: what the sites promise and what FMCSA says

Promises like “MC in three days” are checked against one table. No provider speeds up FMCSA's review: there is no paid expedited queue in the fee schedule, and the only fast track, emergency authority at $100 with 48 business hours of processing, works only under a declared emergency and still is not issued without insurance and BOC-3.

Trap: “let's open the MC first to age it, insurance later”. An application does not age, it dies. Without an insurance filing the authority stays Pending and never becomes Active, no broker and no load board works with it, and around day 90 FMCSA closes the application and does not refund the $300 under 49 CFR 360.3T(c). How to check a provider before you pay

  1. The legal entity in the state registry. Take the company name from the site and find it in the corporate registry of the state named in the footer: for New Jersey that is DORES (nj.gov/treasury/revenue), for other states the business entity search on that state's official site. The name on the site, in the registry and in the contract must match letter for letter; if the footer shows only a brand without Inc or LLC, ask for the legal entity in writing.
  2. SAFER. The status of any MC and DOT is public at safer.fmcsa.dot.gov. Before paying, ask the provider for two or three MC numbers it has set up and check that they are active. After paying, check your own number there, not on screenshots. Step by step: how to check MC authority status.
  3. Your own Motus account. Since May 14, 2026 first-time registration goes through Motus, with login through login.gov and identity verification (a photo of your ID and a selfie through IDEMIA). A provider cannot pass it for you: the owner, the ID and the phone are needed, about twenty minutes. After that the provider works inside your account as a supporting company, and you see every application and the reason for a Pending status. Since May 14, 2026 the L&I system shows only historical records; applications filed in Motus are not visible there. If a provider offers to “put everything on our account so you don't have to bother”, that is the moment to ask how you will get access to your own record later.
  4. sbs.naic.org. If they promise insurance, a filing or “our own insurance department”, ask for the person's NPN and check it in the NAIC registry. The insurance filing (BMC-91/91X) with FMCSA goes from the insurance side, not from the compliance company: UltraDrive says exactly that on its service page, and the same follows from the FMCSA rule that insurance forms are filed only by a registered electronic filer.
  5. Address and name. FMCSA writes that any mismatch between the name and address on the application and the Secretary of State record delays issuance, and that the principal place of business address cannot be a P.O. Box or a UPS Store. A provider that offers to “use our address” puts your application at risk. What works as an address is covered in the address for USDOT and LLC.
  6. The contract. It must contain: the provider's exact legal entity, an itemized list (LLC, EIN, USDOT, MC, BOC-3, UCR, Clearinghouse), which amounts go to the government separately, who files the insurance and by when, and what happens to your payment if the application is Dismissed. Check promises like “MC in three days” against the timeline table above: 20-25 business days for a new application and a protest within 10 days after publication in the FMCSA Register.

What starts after Active status is also worth asking about before you pay. An owner-operator under his own USDOT registers in the Clearinghouse as an employer and under 49 CFR 382.705(b)(6) must designate a C/TPA; a random testing consortium does not close that obligation by itself. UCR for 2027 is paid before January 1, 2027. For the first 18 months the company lives in New Entrant status, and the safety audit usually falls within the first 12 months (what happens during a DOT audit). A provider that lists these steps unprompted has read the same rules you have.

The full set: LLC registration, the EIN application, USDOT, MC authority, BOC-3 through a process agent, UCR, Clearinghouse registration and follow-through until the status is Active. As of September 22, 2026, LLC and EIN appear on the list only at TruckerNavi; UltraDrive and TLP Freight list MC, DOT, BOC-3 and UCR; Trucking42 does not itemize. The insurance filing is in nobody's package: it goes from the insurance side, and UltraDrive says so directly. If the list in the contract is shorter than on the site, the contract is what counts.

The $300 fee is not refunded, and a new application is a new $300 under the same USDOT and MC number.

Ask for two or three MC numbers the company has set up and check their status at safer.fmcsa.dot.gov. If they promise insurance or a filing, ask for the person's NPN and check it at sbs.naic.org. Read the contract: the exact legal entity, an itemized list, government amounts separate, who files the insurance and what happens to your payment if the status is Dismissed. A fifth check after filing: your application is visible in your own Motus account, not only in the provider's.

motus registration do i have to verify my identity myself

Yes. Since May 14, 2026 the legacy FMCSA tools, including URS, are closed; registration runs through Motus, with login through login.gov and identity verification: a photo of your ID and a selfie through the partner IDEMIA, or in-person enrollment centers if you have no camera. Nobody can pass the check for the client; it takes about twenty minutes with your ID and phone. After that the provider works in your account as a supporting company. Federal fees are extra everywhere: MC $300 per authority type, BOC-3 about $35, UCR $46 for 2026 for a fleet of up to two vehicles, and from October 1, 2026 registration for 2027 at $55.

What should an MC and DOT setup package include?

Check the itemized list on the page and in the contract: entity registration (LLC), the EIN application, USDOT, MC authority, BOC-3, UCR, Clearinghouse registration and follow-through until the status is Active. Of the four sites with the service, only TruckerNavi lists LLC and EIN; UltraDrive and TLP Freight list MC, DOT, BOC-3 and UCR; Trucking42 does not itemize the package. No compliance company files the insurance filing itself: it goes from the insurance side.

Can I get an MC number without insurance?

No. FMCSA does not issue operating authority until minimum financial responsibility is on file. Under 49 CFR 365.109T(a)(5)-(6), insurance and BOC-3 are expected within 20 days after the application is published in the FMCSA Register; if they are missing, FMCSA serves a decision and allows another 60 days. About 90 days after filing the application is marked Dismissed, and the $300 fee is not refunded under 49 CFR 360.3T(c). A new application means a new $300.

How long does it take to get an MC number after filing?

Per the FMCSA page “Get Operating Authority” (updated April 20, 2026), a first-time application takes 20-25 business days; with in-depth review (vetting) add 8 weeks or more, while the FMCSA FAQ of May 28, 2025 gives a 2-8 week range. A protest can be filed within 10 days after publication in the FMCSA Register (49 CFR 365.203T). The USDOT number itself is issued instantly. Check any promise of “MC in three days” against these numbers.

How do I check a company that promises to set up my MC?

Four steps. Take the legal entity from the site footer and find it in the state corporate registry (for New Jersey, DORES at nj.gov/treasury/revenue). Ask for two or three MC numbers the company has set up and check their status at safer.fmcsa.dot.gov. If they promise insurance or a filing, ask for the person's NPN and check it at sbs.naic.org. The contract must name the exact legal entity, an itemized list, the amounts that go to the government, and what happens to your payment if the application is Dismissed.

Who files the BOC-3 and the insurance filing with FMCSA?

Only the designated process agent files the BOC-3 for a carrier; the carrier cannot file it itself (FMCSA page on Form BOC-3, updated July 16, 2026). Insurance forms BMC-91 and BMC-91X are filed only by a registered electronic filer, meaning the insurance side, and FMCSA does not hand out copies of those forms. A compliance company can arrange both steps but is the signer of neither.

Do I have to take part in Motus registration myself?

Yes. Since May 14, 2026 FMCSA registration runs through the Motus system, and login is only through login.gov with identity verification: a photo of your ID and a selfie through the partner IDEMIA. Nobody can pass that check for the client; the owner, the ID and the phone are needed, about twenty minutes. The provider then works inside your account as a supporting company. The principal place of business address cannot be a P.O. Box or a UPS Store.

Where do I check the status of my MC application after filing?

In your Motus account: it shows the reason for a Pending status, for example waiting for insurance or a process agent. The L&I system (li-public.fmcsa.dot.gov) has shown only historical records since May 14, 2026; applications filed in Motus do not appear there. The active status of an authority already granted is checked in SAFER at safer.fmcsa.dot.gov. You do not need to trust a provider's screenshots; you have your own access.
