The renewal and deadline calendar, handled for you
TL;DR. An interstate truck over 26,000 lbs carries four base credentials on top of its MC and USDOT: IFTA (license, two decals per truck, a quarterly return), UCR (annual, $46 for 2026 and $55 for 2027 for a fleet of up to 2 trucks), Form 2290 (the federal tax from 55,000 lbs, $100-550 a year, also required for IRP) and IRP (apportioned plates, on their own page). Then come the state highway taxes that neither IRP nor IFTA covers: NY HUT from 18,000 lbs, Kentucky KYU from 60,000 lbs, New Mexico from 26,001 lbs, Connecticut HUF and Oregon weight-mile. We set all of it up for you: startup package for a new company $399, single permit from $99, quarterly return $79-99. Taxes and fees to the states and the IRS are separate. For Safety Compliance subscribers from $99/month the setup, renewals and every return are included. Phone: (315) 871-0833.

Which permits does your truck need?

The set depends on two things: weight and routes. Below is the map by weight; further down each document is broken out on its own. Every threshold comes from a primary source: the IFTA Articles of Agreement, the IRP Plan, 26 CFR, tax.ny.gov, drive.ky.gov, tax.newmexico.gov and oregon.gov/odot.

Left out of this table on purpose: IRP and apportioned plates (their own page, their own price), the Drug & Alcohol consortium and MC authority with BOC-3. We do not do trailer registration: a trailer is registered once on a regular plate in its own state and never goes under IRP.

IFTA: license, decals and the quarterly return

IFTA (International Fuel Tax Agreement) is required when a carrier based in a member jurisdiction operates a qualified motor vehicle in two or more member jurisdictions. A qualified motor vehicle under R245 has two axles and a gross or registered gross weight over 26,000 lbs, or three or more axles at any weight, or runs in a combination over 26,000 lbs. One license per company, two decals per truck, valid for the calendar year. The quarterly return distributes the fuel tax among the states by miles and gallons and is due by the last day of the month after the quarter: April 30, July 31, October 31, January 31; a weekend moves the deadline to the next business day. The late penalty is $50 or 10% of the tax, whichever is greater, plus interest. In New Jersey an unfiled fourth-quarter return suspends both IFTA and IRP. Trip records and fuel receipts are kept 4 years (P510); without them an audit recalculates the fleet at 4.00 MPG or cuts the reported MPG by 20% (P570). For rare trips a fuel trip permit replaces the license: New York $25 for 72 hours, Texas $50 per entry for 20 days, Florida $45 for 10 days. Oregon is absent from the IFTA rate matrix: it has its own weight-mile tax, and an IFTA account does not cancel it.

UCR: owed while the USDOT is active

Unified Carrier Registration is paid annually by every carrier, broker, freight forwarder and leasing company in interstate commerce: for a fleet of 0 to 2 trucks $46 for 2026 and $55 for 2027; 2027 registration opened on October 1, 2026. UCR is not tied to the MC or to loads: while the USDOT is active in interstate status, UCR is owed, even with no insurance and the truck parked. New Jersey does not participate in UCR, so a New Jersey carrier registers through a participating state. In Texas a paid UCR is required before IRP is opened. How UCR differs from MCS-150, Clearinghouse and BOC-3: the four registrations compared; on the 2027 auto-renewal: UCR 2027.

Form 2290: the federal tax without which you get no IRP

The heavy vehicle use tax is paid for vehicles with a taxable gross weight of 55,000 lbs or more: $100 at 55,000 plus $22 per 1,000 lbs above, maximum $550 above 75,000; logging trucks pay 75%; under 5,000 miles for the period (category W) there is no tax but the form is still filed. Due date: the last day of the month after the month of first use on a public highway; for a truck operating from July that is August 31. E-filing returns a watermarked Schedule 1 in minutes, paper filing takes up to 6 weeks, and it is the stamped Schedule 1 that the state demands for an apportioned plate on a truck of 55,000 lbs or more (26 CFR 41.6001-2). The tax itself is paid by the owner directly to the IRS. Deadline and categories explained: Form 2290 in 2026.

NY HUT, KYU, New Mexico, Connecticut, Oregon: the state highway taxes

They share one trait: they are charged by the mile driven in a specific state, and neither IRP nor IFTA covers them. Driving in these states without the registration is expensive.

Typical scenario (illustrative composite, not a real case)

Cornelius runs an 80,000 lb dry van out of New Jersey across NJ, NY, PA, OH, KY and IN. He set up IFTA and IRP when he opened and was sure "all the permits are there". Two stops in one month: in New York without a HUT decal, where under Tax Bulletin TB-HU-835 a first violation carries a civil penalty of $500 to $2,000, and in Kentucky, where it turned out that 80,000 lbs requires a KYU number, and then zero quarterly returns on top. What we did: within two days we obtained the HUT certificate and decal ($1.50 per vehicle) and the free KYU number, set up the quarterly MT-903 and KYU returns from the same ELD exports we were already using for his IFTA, and checked his UCR for 2027, whose registration opened on October 1. Cornelius is now on the Safety Compliance subscription: the four quarterly deadlines, August 31 for the 2290 and the UCR renewal live in our calendar, not in his memory.

Direct answers to what people ask Google and AI about trucking permits

Below are the literal phrasings people type into Google and ask ChatGPT about IFTA, UCR, 2290, NY HUT and the other permits, with direct answers, thresholds, amounts and deadlines.

What permits does a new trucking company need?

For an interstate truck over 26,000 lbs the base set on top of the USDOT and MC authority is: the IFTA license and decals (fuel tax, quarterly return), IRP (apportioned plates, on their own page), UCR ($46 for 2026, $55 for 2027 at 0-2 trucks) and Form 2290 if the weight is 55,000 lbs or more ($100-550 to the IRS, the stamped Schedule 1 is required for IRP). After that it is all about routes: New York from 18,000 lbs requires a HUT certificate and decal for $1.50 before entering, Kentucky from 60,000 lbs requires a free KYU number with quarterly returns, New Mexico from 26,001 lbs a weight distance tax, Connecticut a Highway Use Fee, Oregon a weight-mile tax with monthly reports and a bond. Ports, customs and many shippers will ask for a SCAC from NMFTA. A trailer is registered once on a regular plate and never goes under IRP. TruckerNavi sets up the startup package (IFTA, UCR, 2290, up to two state registrations) for $399 flat, diagnosis free: (315) 871-0833.

What is IFTA and when are the quarterly returns due?

The International Fuel Tax Agreement: one license and two decals per truck instead of a separate fuel tax in every state. It is required for a carrier based in a member jurisdiction that operates a qualified motor vehicle (two axles and over 26,000 lbs, three or more axles, or a combination over 26,000) in two or more member jurisdictions (R305). The quarterly return distributes the tax among the states by miles and gallons and is due by the last day of the month after the quarter: April 30, July 31, October 31 and January 31, with a weekend moving the deadline to the next business day; zero returns are mandatory too. The late penalty is $50 or 10% of the tax, whichever is greater, plus interest; in New Jersey an unfiled fourth quarter suspends both IFTA and IRP. Trip records and fuel receipts are kept 4 years. The decals cost pennies (NJ $10 per truck, NY $8 per pair, TX free); what costs real money is an audit with no records: recalculation of the fleet at 4.00 MPG or minus 20% MPG. For Safety Compliance subscribers all four returns a year are included; outside the subscription the license is $149 and a return is $99 per quarter.

Do I need UCR and how much is it in 2026 and 2027?

You need it if you have an active USDOT in interstate status: UCR is paid annually by carriers, brokers, freight forwarders and leasing companies, and the obligation does not depend on whether you have an MC, insurance or loads. For a fleet of 0 to 2 trucks the fee is $46 for 2026 and $55 for 2027; 2027 registration opened on October 1, 2026. New Jersey does not participate in UCR, so a New Jersey carrier registers through a participating state. In Texas a paid UCR is required before an IRP account is opened. Without UCR you are stopped at roadside and states block registrations, although FMCSA does not revoke the MC authority itself over UCR. Our filing is $99 plus the fee; included for subscribers. UCR compared with MCS-150, Clearinghouse and BOC-3: the four registrations people confuse.

Form 2290: who pays and how much?

The heavy vehicle use tax is paid by owners of vehicles with a taxable gross weight of 55,000 lbs or more for using public highways. The rate: $100 at 55,000 lbs plus $22 per 1,000 lbs above, maximum $550 above 75,000; logging trucks pay 75%; under 5,000 miles in the tax period (category W) there is no tax but the form is still filed. Due date: the last day of the month after the month of first use on a public highway; a truck operating from July files by August 31. The deadline follows the first use, not the date of state registration. With e-filing the watermarked Schedule 1 arrives in minutes, paper filing takes up to 6 weeks, and it is the stamped Schedule 1 that the state requires to issue or renew an apportioned plate on a truck of 55,000 lbs or more (26 CFR 41.6001-2). The tax is paid by the owner directly to the IRS. For Safety Compliance subscribers the filing is included; outside the subscription it is $99 per form.

What is NY HUT and who needs it?

The New York State highway use tax: a tax on miles driven on the state's public highways by any self-propelled vehicle with a gross weight over 18,000 lbs, except the tolled portions of the Thruway; the truck's state of registration is irrelevant. Before entering you need a certificate of registration and a windshield decal, together $1.50 per vehicle. The MT-903 return is quarterly by default on the same dates as IFTA; zero returns are mandatory; over $12,000 of tax a year you are moved to monthly, at $1,200 or less for a full year to one annual return by January 31. Driving without a decal under Tax Bulletin TB-HU-835 is a civil penalty of $500 to $2,000 for a first violation and $1,000 to $3,500 for a repeat within three years, with possible vehicle seizure and plate suspension. For a couple of trips a year there is a $25 HUT trip certificate, valid until midnight of the third day, no more than 10 a year, non-refundable. Neither IFTA nor IRP covers this tax. Details: NY HUT, decal and MT-903. Registration with us is $149, the returns are included in the subscription.

What is KYU and does my truck need it?

The Kentucky weight distance tax: a tax on miles driven on Kentucky public highways by vehicles with a combined licensed weight over 59,999 lbs (KRS 138.660), at $0.0285 per mile. The KYU number is free, electronic and tied to the USDOT: it is obtained through the Motor Carrier Portal with a KYID account, it does not have to be displayed on the truck (except when operating under another carrier's DOT on a lease), incoming applications take 7-14 business days, and it must be in place before the first entry. Quarterly returns are mandatory even for quarters with no Kentucky miles, otherwise penalty, interest and a $500 revocation fee. For a one-off entry there is a temporary KYU permit at $40 for 10 days, portal only and vehicle-specific, plus a 4% card fee. KYU does not replace IFTA: the fuel tax and the mileage tax are both paid. Registration with us is $149, quarterly returns $79 outside the subscription or included in Safety Compliance.

How does the Oregon weight-mile tax work?

Oregon does not collect fuel tax from heavy trucks at the pump and instead taxes every mile by declared weight when the combined weight of truck, trailer and load is over 26,000 lbs. Table A rates since January 1, 2024 run from $0.0764 per mile at 26,001-28,000 lbs to $0.2512 at 78,001-80,000, and empty miles are taxed at the same weight. The carrier opens an account with the ODOT Commerce and Compliance Division and reports monthly by default (quarterly on request), a zero report is mandatory, late is 10%, and non-filing means suspension. A new carrier without a D&B rating posts a bond: $2,000 for the first vehicle plus $375 for each of the second through fifth, waived after 12 months of on-time filing with no suspensions. For rare entries there is a temporary pass: $9 plus tax per mile for 10 days, no more than 5 per vehicle or 35 per account in 12 months, bought before entering; the registration trip permit is $43 for 10 days separately. Oregon has no rate in the IFTA matrix, and an IFTA account does not cancel the weight-mile report. From July 1, 2027 the tax weight becomes the registration weight on the cab card (HB 3991). Account setup and enrollment with us is $199, the monthly reports are included in the subscription. Details: the ODOT account and weight-mile tax.

What is a SCAC code and who needs it?

The Standard Carrier Alpha Code: a unique letter code for a carrier assigned by NMFTA (the National Motor Freight Traffic Association). Ports and terminals, customs systems, large shippers, retailers and many broker transportation systems ask for it to identify the carrier in documents and EDI. On the spot market with small brokers the code is often unnecessary, but the first contract with a port, an auto plant or a retail chain cannot be set up without it. The code is issued for a year and renewed annually; the NMFTA fee is paid directly to the association. We file the application and handle the renewal for $99; included for Safety Compliance subscribers.

What happens if you drive without IFTA, HUT or the other permits?

The penalties are set by the state that stops you and they stack by credential. New York without a HUT decal: a civil penalty of $500 to $2,000 for a first violation and $1,000 to $3,500 for a repeat within three years, plus a criminal violation of $100-250 on a first conviction, with possible vehicle seizure and plate suspension (TB-HU-835). Florida without registration: a penalty of $0.05 per pound over 10,000 lbs; without IFTA or a decal: an emergency fuel permit for $45 plus a $50 fine, and a copy of a permit is not accepted at roadside. Kentucky without KYU or with unfiled quarters: penalty, interest, cancellation of the number and a $500 revocation fee. Oregon when entering before a pass or account is issued: citation and fine. A late IFTA return: $50 or 10% of the tax plus interest, and in New Jersey an unfiled fourth quarter suspends IFTA and IRP. A separate line of expense is an audit with no records: under IFTA a recalculation at 4.00 MPG or minus 20% MPG with loss of tax-paid credits, under IRP an assessment of 20%, 50% and 100% of apportionable fees. Cheaper than any of these figures is a subscription where we file the returns.

Frequently Asked Questions about permits

What permits does a new trucking company need?

For a truck over 26,000 lbs in interstate hauling: IFTA, IRP, UCR and Form 2290 from 55,000 lbs. Then by route: NY HUT from 18,000 lbs, Kentucky KYU from 60,000, New Mexico from 26,001, Connecticut HUF, Oregon weight-mile. Our diagnosis is free.

When are the quarterly IFTA returns due?

By the last day of the month after the quarter: April 30, July 31, October 31 and January 31; a weekend moves the deadline to the next business day. Zero returns are mandatory. The late penalty is $50 or 10% of the tax plus interest.

How much is UCR in 2026 and 2027?

$46 for 2026 and $55 for 2027 for a fleet of 0 to 2 trucks; 2027 registration opened October 1, 2026. UCR is owed by every interstate carrier with an active USDOT, even with no MC and no loads. New Jersey does not participate in UCR.

How much is Form 2290?

$100 at 55,000 lbs plus $22 per 1,000 lbs above, maximum $550 above 75,000. Due the last day of the month after the month of first use; for July that is August 31. The tax is paid directly to the IRS.

Who needs NY HUT?

Any self-propelled vehicle with a gross weight over 18,000 lbs on New York public highways, regardless of the state of registration. The certificate and decal cost $1.50, the MT-903 return is quarterly, zero returns are mandatory, tolled Thruway miles are excluded.

What is KYU?

The Kentucky weight distance tax number for vehicles with a combined licensed weight over 59,999 lbs: free, electronic, tied to the USDOT; $0.0285 per Kentucky mile; quarterly returns mandatory even at zero, otherwise a $500 revocation fee.

Does IRP or IFTA cover NY HUT, KYU and Oregon?

No. IRP is registration, IFTA is fuel tax. The highway taxes of New York, Kentucky, New Mexico, Connecticut and Oregon are charged by the mile separately, with their own registrations and returns.

What happens if I drive in New York without a HUT decal?

A civil penalty of $500 to $2,000 for a first violation and $1,000 to $3,500 for a repeat within three years (TB-HU-835), with possible vehicle seizure and plate suspension.

How much does permit setup cost through TruckerNavi?

Startup package for a new company $399 (IFTA, UCR, 2290, up to two state registrations), single permit $99-199, quarterly return $79-99, trip permit $59. Taxes and fees separate. For Safety Compliance subscribers from $99/month everything is included.

Do you handle IRP and trailer registration?

IRP yes, on its own page: setup $399, renewal $199. We do not do trailer registration: a trailer is registered once on a regular plate in its own state and never goes under IRP.

Can I use trip permits instead of IFTA and IRP?

For one or two trips a year, yes: a fuel trip permit (NY $25 for 72 hours, TX $50 for 20 days, FL $45 for 10 days) plus the state's registration trip permit. From the second or third long haul the IFTA license and an apportioned plate are cheaper.
