You do not have to do it yourself. TruckerNavi Inc prepares and submits the whole package — USDOT, MC Authority, BOC-3, UCR and Clearinghouse — for a flat $499 plus government fees, and walks you through every step in Russian if that is your language.

| Option | What it costs | What usually goes wrong |
|---|---|---|
| File it yourself FMCSA Motus + Login.gov | Government fees only | Identity verification loops, wrong operating classification, BOC-3 forgotten, insurance filed late — each one costs weeks |
| Compliance service what we do | $499 flat + government fees | Pick one that answers the phone after the payment. Ask for the scope of work in writing before you pay |
| Transportation attorney | Hourly, typically several times more | Worth it for disputes and revocations — overkill for a first filing |
FMCSA does not require you to use a lawyer to obtain operating authority. The filing is the same document whoever submits it.
| MC Number (FMCSA) | $300 |
| BOC-3 process agent designation | $35 |
| UCR registration (1–2 trucks) | from $46 |
State LLC registration fees vary by state and are paid to the state. We tell you the exact number for your state before you commit.
This is what most filing services cannot offer. Every call, every document and every FMCSA form is explained to you in Russian, by people who went through the same paperwork themselves. You are never left decoding a federal form in a second language while your money and your start date are on the line.
Русскоязычным клиентам: всё оформление ведём на русском — от Login.gov до активной authority. Звоните (315) 871-0833 или пишите в WhatsApp.
Before any payment you get a written scope of work listing exactly what is filed, what the government fees are, and what happens if the application is rejected. Ask for it — it is standard here, not an exception.
Anyone you authorize can prepare and submit the filing for you. FMCSA does not require a lawyer. In practice there are three options: file it yourself through the FMCSA Motus system, hire a compliance service like TruckerNavi Inc, or pay a transportation attorney. The filing itself is identical; what differs is who catches the mistakes.
TruckerNavi charges a flat $499 for the full Authority Bundle. Government fees are separate and go to the government: $300 to FMCSA for the MC number, $35 for BOC-3 process agent designation, and UCR registration starting at $46 for a fleet of one to two trucks.
About three weeks in a normal case. FMCSA publishes your application with a 10-day protest window, and authority is typically granted around 21 days after filing. It becomes fully active only after your insurance filing is on record, which is why the insurance step is scheduled, not left to chance.
Yes. Calls, WhatsApp, documents and the Login.gov and Motus verification steps are all handled in Russian, English or Ukrainian, whichever you prefer. This is the main reason Russian-speaking owner-operators come to us rather than to a generic filing service.
LLC or corporation registration, EIN application, USDOT number, MC Authority, BOC-3 filing, UCR registration, Drug and Alcohol Clearinghouse registration and consortium enrollment, plus support until your authority shows as active.
No. Everything is done remotely by phone, WhatsApp and email. We serve clients across the United States; our team is based in New Jersey and also works with clients in New York and Florida.
A copy of the owner's driver license, the IRS SS-4 letter with your EIN, and your Articles of Incorporation or Organization if the company already exists. If you do not have a company yet, we register it as part of the package.
FMCSA makes the decision, not us, so nobody can honestly promise approval. What we do promise is that the filing goes in correct the first time, and if FMCSA asks for a correction we handle the response at no extra charge. The scope of work you receive before payment spells this out.
