Short answer: of the seven DOT compliance providers whose pages were read live on September 22, 2026, three print fixed prices on their own sites (DOT Compliance Group, AIST Safety Consulting, TruckerNavi), two print partial or starting prices (J. J. Keller, Trucking42) and two print none (Foley, CNS). One names a state-licensed individual with a number you can enter at sbs.naic.org. Two show a second language on the pages read. Four have a Trustpilot profile, and two of those show zero reviews. Every cell below carries the URL it was read on. And whatever a provider charges, the federal layer underneath is identical for everyone: $300 per authority type to FMCSA, not refundable; a BOC-3 that only a process agent can file; UCR at $46 for 2026, payable directly at ucr.gov; and an application FMCSA dismisses after roughly 90 days if insurance and BOC-3 never arrive.

Why this comparison exists and how it was built

Search results for "DOT compliance company" are mostly lists written by the companies themselves or by affiliates paid per click. Nobody puts the raw facts side by side. So we did, with rules a reader can audit:

J. J. Keller & Associates, Inc. (jjkeller.com). Its home page states "70+ years of regulatory compliance experience" (jjkeller.com, September 22, 2026); the company's own press release dates the founding to November 1, 1953 (press release, November 3, 2023). The DOT Authority Services catalogue publishes item prices: Process Agent BOC-3 Filing Service $375.00 per item and Unified Carrier Registration (UCR) Service $310.00 per item (DOT Authority page, September 22, 2026). The managed DOT Compliance & Safety Program page shows no price and routes to "Contact Our Experts" (program page, September 22, 2026). No licensed individual is named and no service languages are listed on the pages read; fleet services are for "businesses of all sizes".

Foley (foleyservices.com, now redirecting to foley.io). The Hartford, Connecticut home page says "Over the last 30 years, we've expanded into new horizons" and names its transportation customers as "owner-operators, small carriers, and large fleets" (foley.io, September 22, 2026). The pricing page lists three packages, Essential, Professional and Power, with features but no dollar amounts (foley.io/pricing, September 22, 2026): not published on their site as of that date. No licensed individual and no languages on the pages read. One detail worth knowing: the home page shows a Trustpilot widget with 1,124 reviews and a 4.3 score, while the live Trustpilot profile read the same day shows 1,156 reviews and a 2.8 TrustScore on an unclaimed profile (trustpilot.com/review/foleyservices.com, September 22, 2026).

Compliance Navigation Specialists, CNS (cnsprotects.com). Based in Lancaster, Pennsylvania; the About page states "Our Management Team has over 25 years of experience in the transportation industry" and that CNS assists "fleet companies and individual owner/operators" (About page, September 22, 2026). Executives are named, including John Irwin, CDS, CEO, but no state license number is shown for anyone. On price, the home page FAQ says "pricing is typically based on the program and services that fit the carrier's operation" (cnsprotects.com, September 22, 2026): not published. No languages listed. No Trustpilot profile; the address returns a 404 (trustpilot.com/review/cnsprotects.com, September 22, 2026).

DOT Compliance Group (dotcompliancegroup.com). A Texas filing service. Its home page shows an animated "Years in Business" counter that rendered two different values in two automated reads on September 22, 2026, "17+" and "12+", so years in business are treated here as not published as a stable figure. The footer states it is "not affiliated with the U.S. Department of Transportation, the Federal Motor Carrier Safety Administration, or any other Government Agency" and that "You are not required to use this site to register with the UCR Plan. You may register directly with the UCR Plan at http://www.ucr.gov" (dotcompliancegroup.com, September 22, 2026). Prices are published per filing: Biennial Update (MCS-150) $199.00; Reactivation, MCS Edit, Out of Service Reinstatement and VMT Outdated $199.00 each (MCS-150 page, September 22, 2026). The chat widget greets visitors in English and Spanish. No licensed individual is named; both owner-operators and fleets are addressed. The Trustpilot profile, claimed in April 2018, shows 141 reviews and a 2.8 TrustScore (trustpilot.com/review/dotcompliancegroup.com, September 22, 2026).

Trucking42 (trucking42.com). A Miami, Florida company covering dispatch, safety, logbook, IFTA, accounting and MC setup. The home page states "8+ Years of Experience" and prints starting prices: Safety "From $79", MC Setup "From $100", IFTA "From $30", Dispatch "3.75% Out of Gross" (trucking42.com, September 22, 2026). The safety pricing page is a configurator by fleet size and trailer type with no fixed amounts (safety pricing page, September 22, 2026). Team members appear by first name and role, for example "Diana, Chief of Safety Department"; no licensed individual is named. "Most of our customers had just 1 truck when they started working with us", so owner-operators are in scope alongside fleets. No languages are listed. The Trustpilot profile, claimed May 2025, shows 0 reviews (trustpilot.com/review/trucking42.com, September 22, 2026).

AIST Safety Consulting LLC (aistsafety.com). A Warrenville, Illinois consultancy found through the search "AIST DOT compliance Russian". The home page states "over a decade of experience" and offers a Russian-language version of the site (aistsafety.com, September 22, 2026); the company's Facebook page snippet in search results says "Since 2015". Subscription prices are published: Pro $199 per month "for carriers with up to 30 trucks only", Premium $699 per month, Elite $1,499 per month (aistsafety.com/pricing, September 22, 2026). The Our Team page prints no names (Our Team page, September 22, 2026); a vendor profile on a third-party site names Anastasiya Chugay as founder and President (logisticstransportationreview.com, September 22, 2026). No license number is shown for anyone. No Trustpilot profile; the address returns a 404 (trustpilot.com/review/aistsafety.com, September 22, 2026).

TruckerNavi Inc (truckernavi.com). Our company, listed last. Operating since 2019 from Jersey City, New Jersey (truckernavi.com/en/about, September 22, 2026). Prices are fixed and quoted from our price list, current as of September 12, 2026: Authority Bundle $499 (LLC, EIN application, USDOT, MC Authority, BOC-3, UCR, Clearinghouse registration); Safety Compliance $99 per month for one truck, $189 per month for two to three trucks, $499 per month for a fleet with a personal manager; Mock DOT Audit $399; Drug and Alcohol consortium $150 per year; federal filing fees paid separately. The home page read on September 22, 2026 shows the $499 bundle, Safety "from $99/mo", $189/mo, the $399 Mock DOT Audit and the $150/yr consortium (truckernavi.com/en). Federal fees are outside every one of these amounts. FMCSA's $300 per authority type, the UCR fee and the process agent's own charge are paid on top of, or inside, any bundle; ask which.

How to read the table without being sold to

Years in business are the providers' own claims as printed. A claim is not a registration date; only a state business registry gives the formation date, and only for the entity on your invoice, which may differ from the brand on the website.

Prices. Three providers print fixed prices (DOT Compliance Group, AIST, TruckerNavi), two print partial or starting prices (J. J. Keller, Trucking42), two print none (Foley, CNS). This says nothing about quality; a published price only means the company is willing to be compared. For a "custom" quote, get it in writing and ask which government fees are inside it, because those fees are fixed and a bundle that hides them can look cheaper than it is.

Named licensed individual. We did not check whether any state license is required for filing work, and none of the filing services above claims one, so an empty cell is not a mark against anyone. The row matters when a provider also arranges insurance: then a licensed producer holds a state license, and you can look the licensee up at sbs.naic.org.

Languages. Two of the seven show a second language on the pages read: DOT Compliance Group (Spanish greeting) and AIST (Russian site version). TruckerNavi works in Russian and English. If English is your second language, this row may matter more than price.

Trustpilot. Four of the seven have a profile; two of those show zero reviews. The two with volume, Foley and DOT Compliance Group, both showed a 2.8 TrustScore on September 22, 2026; read their recent reviews yourself. Three domains, including ours, have no profile. Absence of reviews is evidence of nothing except absence of reviews.

Founder byline. A byline in an industry outlet means an editor, not a press release distributor, put a name to a text. We found one such byline among the seven, and it is ours, so treat that row with the scepticism a self-written comparison deserves and open the link yourself.

Two consequences follow for anyone comparing providers. First, a "$199 MCS-150 update" or a "$310 UCR service" is a service fee on top of a filing that is free (the biennial update) or costs $46 (UCR for 0-2 vehicles in 2026) when done directly. That is not a criticism; people pay for time. It is a number to know before paying. Second, no provider can shorten the FMCSA clock. The review and vetting time, the 10-day protest window and the 20 days for insurance and BOC-3 are the agency's, and an application without the insurance filing stays Pending whoever prepared it. How to verify any DOT compliance provider yourself

None of this needs an account or a fee. The regulatory facts come from FMCSA pages and the eCFR, with the date each was checked.

  1. Check your own record at FMCSA, not the provider's promise, and know which system holds it. For any application filed since May 14, 2026, the status lives in your own Motus account. FMCSA's AskFMCSA entry "What can I do in Licensing and Insurance (L&I)?" (updated May 21, 2026) states that as of May 14, 2026 the L&I system is available only for reviewing historical motor carrier records and that Motus filings are not currently reflected in it. FMCSA's Motus job aid (May 2026) adds that a pending application shows the specific reason, such as waiting for insurance or process agent filings. For authorities issued before that date and for history, open li-public.fmcsa.dot.gov, search by USDOT or MC number and read the "Authority Status" column. FMCSA's Registration Alerts page (June 29, 2026) states that "Hard copies of certificates do not represent an active authority to engage in operations" and that enforcement "must be based on information maintained in the L&I System, not on the information in a paper copy of the certificate" (checked September 9, 2026). Whatever a vendor emails you as a PDF, the agency record is what an inspector trusts.   2. Know the government fees before you pay for a bundle. The FMCSA fee for permanent operating authority is $300 per authority type and is not refundable (FMCSA "Get Operating Authority", checked August 11, 2026). FMCSA "will not grant operating authority registration until the registrant has in effect the minimum levels of financial responsibility on file with FMCSA", and "Any deviation" between the application and the Secretary of State record "results in the delay of granting of the authority" (fmcsa.dot.gov/registration/insurance-filing-requirements, checked September 9, 2026). Without the insurance filing an authority stays Pending. UCR can be filed directly at ucr.gov; two providers above print that reminder in their own footers. The biennial update duty under 49 CFR 390.19T remains in force while FMCSA has temporarily suspended USDOT inactivation for missed updates since June 1, 2026.   3. Look up any insurance license at sbs.naic.org. The NAIC State Based Systems lookup at sbs.naic.org is where a producer's license can be checked by name or NPN. "Licensed" without a name and a number you can enter there is marketing until you get the number.
  4. Match the legal entity on your invoice to a state business registry. In New Jersey it is the Division of Revenue and Enterprise Services at nj.gov/treasury/revenue (checked September 5, 2026); Illinois, Texas and Georgia run Secretary of State searches. The registry shows the formation date and the registered agent. If the registry, the invoice and the website carry three different names, ask why before paying.
  5. Read the review pages, not the review widgets. As the Foley example shows, a widget on a company's own site and the live profile it points to can carry different numbers on the same day. The profile URL is trustpilot.com/review/ followed by the domain.

Questions to ask before you pay any provider

Seven questions, each tied to a fact above. A provider that answers all seven in writing has told you what you are buying; one that answers none has told you something too.

  1. Which government fees are inside the price, and which are on top? The $300 FMCSA fee per authority type, the UCR fee ($46 for 2026 for 0-2 vehicles) and the process agent's charge for the BOC-3 are the three that move a "$499" or "$100" headline. Ask for the list.
  2. Who files the BOC-3? By FMCSA's own page, only a designated process agent can file it for a carrier. If the provider says "we file it", ask which process agent they designate and whether that agent's fee is included.
  3. Who makes the insurance filing? The BMC-91 or BMC-91X comes from the insurance side. A filing service can chase it; it cannot create it. If the provider also arranges insurance, ask for the licensed individual's name and NPN and check it at sbs.naic.org.
  4. What is the legal name on the invoice? Compare it with the state registry and with the name on the website. Three names for one company is a question, not necessarily a problem, but it is your question to ask.
  5. What does "processing time" mean in your quote? FMCSA publishes no processing time for applications filed in Motus; the 20-25 business days still printed on its Get Operating Authority page refer to the legacy URS system, closed May 14, 2026, and vetting adds 8 weeks or longer. So ask what exactly the provider counts as its timeline: the day it submits, or the day the authority becomes active. Its own paperwork is not the agency's decision.
  6. Will I see the application in my own Motus account? Since May 14, 2026 the applicant's login.gov identity is what FMCSA verifies. A provider that keeps the account entirely in its own name leaves you unable to read your own pending status or to withdraw an application.   7. What happens on day 90? If insurance and BOC-3 never arrive, FMCSA dismisses the application and the $300 is gone. Ask who is tracking that clock and how you will be told.

FMCSA's Form BOC-3 page (updated July 16, 2026, checked August 31, 2026) states the carrier cannot file the form for itself; a broker or freight forwarder without commercial motor vehicles may.
