Dmitry Borovoy founded TruckerNavi in 2019 with a clear mission: make trucking compliance accessible and affordable for Russian-speaking owner-operators in the United States. With over 7 years of hands-on experience in the FMCSA compliance industry, Dmitry has personally guided hundreds of carriers through the authority registration process, safety audits, and ongoing regulatory compliance.
His deep understanding of both American federal regulations and the specific challenges faced by immigrant truckers has made TruckerNavi the go-to resource for Russian-speaking owner-operators looking to establish and grow their businesses legally and confidently.

The complete startup package for new trucking companies. Includes LLC registration, EIN filing, USDOT number, MC Authority, BOC-3 process agent designation, UCR registration, FMCSA Clearinghouse enrollment, and Drug & Alcohol program setup. Everything you need to go from zero to a legally operating motor carrier.
Safety Compliance
Monthly safety compliance management for active carriers. Our START plan ($189/mo) covers DQ files, Drug & Alcohol program administration, CSA monitoring, and DOT audit preparation for 1-3 trucks. Our GROWTH ($349/mo) and PREMIUM ($499/mo) plans add vehicle maintenance tracking, DVIR management, driver training, FSMA compliance, safety policies, and dedicated account managers for fleets of 4-8 trucks. IFTA filing available as an add-on at $100/month.
Drug & Alcohol Program
Federally compliant Drug & Alcohol testing program. Includes consortium membership, random testing, pre-employment screening, post-accident testing, and FMCSA Clearinghouse reporting. Access to over 30,000 testing locations nationwide.
Commercial Truck Insurance
We connect you with top-rated carriers for commercial auto insurance, cargo insurance, and general liability coverage. Our insurance partners include Progressive Smart Haul, Cover Whale, BiBERK, and THREE. ELD-connected trucks may qualify for discounts up to $2,000 through Progressive.
Permits & Compliance
Full permit management including IFTA license filing, state-specific permits (HUT, KY, NM, CT), SCAC code acquisition, and ELD/logbook compliance. We handle the paperwork and deadlines so you never miss a renewal.
Mock DOT Audit
A thorough simulated DOT safety audit conducted by our compliance team. We review your driver qualification files, maintenance records, Drug & Alcohol program, hours of service documentation, and all FMCSA-required paperwork. We identify vulnerabilities and help you fix them before an actual inspector shows up.
Ticket Defense
